Mandaue City SK Federation President Fleuritz Gayle Jumao-as is now facing complaint in the Visayas Ombudsman after she and an event coordinator allegedly duped a food caterer to lend them P700,00 since February 2025 but was never paid at all prompting him to file the charges.The complainant, Wendell Basaca, filed charges of Dishonesty, Grave abuse of authority, Grave misconduct and Graft against Jumao-as, also an Ex-Officio Officer of the Mandaue City council.
Assisted by lawyer Edgar Castro, the 12-page complaint received by Ombudsman Visayas last August 17, 2026 Basaca also implicated a certain “Jay-R Yosores,” reportedly an event coordinator and choreographer who has been handling the “Silhig Festival” of Barangay Paknaan, Mandaue City where Jumaos is the SK chairperson.
Basaca alleged that thru the proddings of Jumao-as, he was able to released P700, 000 in stagerred basis last February 2025 through online banking to Yosores on the pretext of utilitizing the money for the Silhig Festival and the subsequent “The Oustanding Youth Award (TOYA).”The complainant included in his complaint the screenshots of exchange of their messages with Jumao-as and Yosores where the SK official allegedly “vouched” for Yosores to be given the money thru a group chat (GC) which Jumao-as allegedly created for the purpose.In one instance according to Basaca, Jumao-as assured him of full payment once the subsidy from the city government for the festival will be received by the SK official.
“Fleuritz again assured, “Sir dell mabayran na bitaw taka sa 700 sa brgy huhuhu kay ga process na. Mabayran na ka sa brgy sa 700 by this month or next month sir kay padong naman end feb,” a portion of the complaint of Basaca reads.
He was not paid prompting him to write a demand letter where Jumao-as allegedly put the blame on Yosores who received the money and not her.Jumao-as then went on to gave him varied alibis for the non-payment which led him to personally check the status of the release of the subsidy in the Mandaue City Hall last August 7, 2026 where he was shocked to learn that the subsidy was already released as early as May 2025 thru a cash advance amounting to P100,000 which was not enough to pay the borrowed amount.
“To my shock and dismay, I learned from the concerned office that based on their records….dated May 31, 2025, it only reflects the liquidation of a cash advance amounting to P100, 000.00 for the socio-cultural expenses of Barangay Paknaan in connection with the Silhig Festival activities. This discovery directly contradicted Fleuritz repeated assurances and proved that her statements to me were false…The only reason I agreed to lend substantial amount of money was because she personally requested the funds, vouched for Jay-R, promised immediate reimbursement, and repeatedly assured me that payment would be made as soon as the subsides were released. Her sudden denial, after months of false assurances clearly demonstrated bad faith,” Basaca added.
