That said, real talk tayo Congressman Tobias Reginald ” Toby” Tiangco, the gentleman from the lone district of Navotas City.
Walastik, hanep, galing mo Cong, Toby, imagine mula taong 2000 hanggang ngayon namayagpag ka sa Navotas either as Mayor or Congressman. That is solid 25-years in public service ika nga, eh ang kadatungan noon na naayon sa mga sinasabi nilang S.O.P., kickback, kupit, tong-pats, commission, etc. nagkaroon ka kaya? Just asking po Cong, I am not telling that you did get those perks, I am leaving it to your good conscience.
For the record, sobra 25-years pa nga ang political dominance mo sa Navotas dahil nagsimula ka bilang Vice Mayor of the then municipality of Navotas in 1998 (with a brief stint as Mayor because of an electoral case against former Mayor Cipriiano Bautista) so meaning halos kalahati ng edad mo na 57-anyos ikaw ang ika nga No. 1 NavoteΓ±o. That’s quite a feat.
Pero teka Toby, sa ganoon katagal, yung problema sa baha ng ciudad ninyo hindi mo nabigyan ng solusyon?
Bakit? Of course madaling ikatwiran mo na “perennial” ang problema dahil nasa low lying area at catch basin ang Navotas along with the rest of CAMANAVA pero grabe naman, mabuti sana kung bagito ka pa lang sa panunungkulan, eh sobra dalawang dekada ka na, nada pa rin?
Ilang bilyon na ba ang nagastos sa flood control projects sa Navotas at bakit sa ganoong tagal mo na sa pagkaupo sa pwesto kasama ng kapatid mo na Mayor ngayon, wala talagang solusyon ang baha sa inyo?
Band-aid solutions pa rin hanggang ngayon o talagang “ampaw” lang talaga ang inyong mga flood control projects?
Ayon kay majo, este Sen. Joel Villanueva mahigit “One Billion Pesos” raw ang budget ng gobyerno sa flood control projects bawat araw so kahit sabihin natin na hindi pa ganoon kalaki ang budget noong nagsimula kang nanungkulan, ilang bilyon na ba ang nagastos na pera ng taong bayan ngunit walang silbi dahil hanggang ngayon napeperwisyo pa rin ang mga NavoteΓ±o sa baha sa lugar ninyo.
Infact, Toby ayon kay PBBM mismo through his website may “50 flood control projects” ang Navotas as we speak, what happened to that?
And hindi ninyo maikaila na isa sa mga contractor ninyo ang kontrobersyal na St. Timothy Construction Corporation ng mga Discaya na nasa Top 15 contactors pa nga ni PBBM na nakakopo sa P100B budget from 2022-2025, hanggang handshaking lang ba kayo ng kontraktor na ito?
Nitong huli Toby, halos binulabog mo ang hearing ng House Committee on Appropriations ni Cong. Mika Suansing dahil pinipiga mo sa minutes ng “small committee report” noong 19th congress ngunit di kaya ” smokescreen” mo lang ito upang matabunan ang pangyayari sa Navotas ukol sa flood control projects?
Either that or nagtampo ka kay Speaker Martin Romualdez (SMR) na kamag-anak pa man din ng asawa mo dahil deadma siya sa paramdam mo na gusto mong maging chairman ng nasabing powerful committee (nyehehe, I am a step ahead on this Toby, naka screenshot ako nung report ng REMATE online dated July 15, 2025 na diumano may press release ka raw na gusto mong maging chairman ng appropriations committee), hane?
Infact Toby mukang naging mentally dishonest ka din dahil habang nangungulit ka sa minutes ng small committee report panahon ni Cong. Zaldy Co hindi mo sinabi na ikaw mismo ang isa sa mga naging Vice Chairman nya sa komitiba.
You can’t deny that Toby because every journo worth his salt could recall that you sponsored in the committee then the approval of the P10.5B budget for the Office of the President for 2025 and so dahil naunsyami ka na ngayon at bokya biglang kumabig ka at nagdadakdak ukol sa small committee report na walang kamuwang-muwang si Cong. Mika. That act of yours leaves a bad taste in the mouth Toby kasi nga pinapalabas mo na hindi mo alam ang nangyari sa committee noon na ikaw pa man din ang isa sa mga Vice Chairman.
Tsaka malinaw naman na in this 20th congress, the small committee will not anymore function because what the present committee chaired by Suansing is eyeing is to have a participatory and well represented subcommittee, hindi mo alam yun?
Most importantly through the initiative of SMR, gagawin ng transparent and open ang bicam hearing so every detail of the budget deliberation on how the people’s money will be spent will be known to the public already, ayaw mo noon?
So Toby, yung pag-iingay mo ngayon halatang lumalabas na sour graping and a bit of smoke screen because nagsimula lang yan after you failed in your intent to be the committee on appropriations chair and after PBBM announced last August 11 the Top 15 contractors of flood control projects.
